Is This Home Actually in the City of Ojai? Ojai vs. Unincorporated Ojai Explained

One of the most common misconceptions I encounter with buyers who are new to the Ojai Valley is that an Ojai address means a property is located within the City of Ojai.

It doesn't.

The 93023 ZIP code extends well beyond the incorporated City limits, and many of the places locals think of as Ojai are technically in unincorporated Ventura County. Meiners Oaks is a good example. I consider it part of Ojai when I'm talking with buyers about their home search, but it isn't within the City of Ojai.

The distinction isn't particularly obvious when you're driving around, either. You can leave the City limits without feeling like you've left Ojai at all.

Most of the time, that's not a problem. When a buyer tells me they want to live in Ojai, I'm generally thinking about the broader Ojai Valley, not drawing a hard line at the City boundary. Depending on what they're looking for, that search may include the City of Ojai, Meiners Oaks, other unincorporated areas and even portions of Oak View.

There are times, however, when knowing exactly which jurisdiction a property falls within becomes very important.

An Ojai Mailing Address Doesn't Tell You the Rules

I've worked with buyers who assumed they would be able to use a home in the City of Ojai as a short-term rental. That's a good example of why identifying the jurisdiction should happen before making assumptions about how a property can be used.

The City of Ojai prohibits residential short-term rentals of 30 days or less. Vacation rentals are not legal in residential zones, while legally approved hotels, motels and bed-and-breakfast establishments are treated differently.

Once you leave the City limits, you're dealing with Ventura County rather than the City, but that doesn't automatically mean a property can be used as a vacation rental.

I've had this come up with buyers looking at properties with guest houses and ADUs, too. Within the County's Ojai Valley Temporary Rental Unit Regulation Overlay Zone, qualifying owner-occupied homeshares are treated differently from traditional short-term rentals. The owner must be physically present in the same dwelling as the short-term renter. Renting a separate cottage or structure does not qualify as a homeshare.

If short-term rental potential is important to a purchase, the specific property and current regulations need to be checked rather than relying on the mailing address or assuming that "unincorporated" means unrestricted.

Rental Rules Can Be Different, Too

Short-term rentals aren't the only reason jurisdiction matters.

The City of Ojai has its own rent stabilization, just-cause eviction and tenant-protection regulations. There are exemptions within those rules, so this isn't as simple as saying every rental property within the City is treated the same way.

The important point for a buyer or seller is that a rental property inside the City of Ojai may be subject to local regulations that don't apply in exactly the same way to a property just outside the City limits.

For an investment property, guest house, ADU or home with an existing tenant, that's something I want to identify early.

What About Septic and Sewer?

Another assumption I wouldn't make based solely on City limits is whether a property has sewer or septic.

Ojai Valley Sanitary District serves much of the lower Ojai Valley, including areas outside the incorporated City. There are also properties on septic within the valley. As you move into Upper Ojai, septic systems become much more common.

For buyers, the takeaway is similar: don't use an Ojai address, neighborhood name or City boundary as a substitute for verifying the property itself.

A Fun Way to See the Difference

There is one less technical way to start noticing the distinction between the City of Ojai and the surrounding valley: the businesses.

Part of Ojai's character is its emphasis on independent businesses. The City has a Formula Business Ordinance regulating chain or "formula" businesses in an effort to preserve Ojai's small-town commercial character.

The greater Ojai Valley has familiar chains such as Starbucks and McDonald's, but those businesses are outside the incorporated City.

It's one of those quirks that makes perfect sense once you know the area, but can be confusing when you're new here. You can be somewhere that everyone casually considers "Ojai" without technically being in the City of Ojai.

So, What Counts as Ojai?

That depends on what you're asking.

If a buyer tells me, "We want to live in Ojai," I'm not going to assume they only want properties within the incorporated City. Most buyers are describing the community and lifestyle they're looking for, not a municipal boundary.

I'll typically consider the broader Ojai Valley and then narrow the search based on what actually matters to them.

If the question is whether a particular rental ordinance applies, whether a property can potentially be used as a short-term rental, which agency has jurisdiction over a permit, or what regulations apply to a property, then the exact boundary suddenly matters quite a bit.

That's why one of the first things to establish when a property has an unusual use, rental component or development question is not simply whether the address says "Ojai," but where the property actually is and which jurisdiction governs it.

For buyers coming from outside the area, that's also one of the benefits of working with someone who knows the Ojai Valley beyond the ZIP code.
